In this paper, we explore how local governments are using Instagram as a communication tool to engage with their citizens, using data from the municipalities of Andalusia (Spain). We seek to identify the determinants of local government use of Instagram, the determinants of activity in this channel and the determinants of citizen reactions in order to understand the influence of media types (picture, video or album) used in municipality posts, and to understand content type (what the post is about). Instaloader, an open source intelligence (OSINT) tool for Instagram, was applied. It made it possible to automatically extract all posts of the analysed municipalities (14,742 posts). These were later automatically analysed using R, an open source software. It was determined that of the 29 Andalusian local governments with the highest populations, only those that maintain an account on Instagram, totalling 17 municipalities (58.62%), would be part of the final analysis. Our findings demonstrate that when local governments have a high level of debt, they do not maintain and actively use Instagram accounts. We also found that quality of posts’ content is more important than quantity of followers, since there is no significant relationship between citizen reactions and the number of inhabitants of a municipality or the number of followers (audience), while there is a significant negative relationship between the number of posts (activity) and reactions. Abstract The aim of this study was to examine the effect of positioning on the correctness of decision making of top-class referees and assistant referees during international games. Match analyses were carried out during the Fédération Internationale de Football Association (FIFA) Confederations Cup 2009 and 380 foul play incidents and 165 offside situations were examined. The error percentage for the referees when indicating the incidents averaged 14%. The lowest error percentage occurred in the central area of the field, where the collaboration of the assistant referee is limited, and was achieved when indicating the incidents from a distance of 11-15?m, whereas this percentage peaked (23%) in the last 15-min match period. The error rate for the assistant referees was 13%. Distance of the assistant referee to the offside line did not have an impact on the quality of the offside decision. The risk of making incorrect decisions was reduced when the assistant referees viewed the offside situations from an angle between 46 and 60°. Incorrect offside decisions occurred twice as often in the second as in the first half of the games. Perceptual-cognitive training sessions specific to the requirements of the game should be implemented in the weekly schedule of football officials to reduce the overall error rate. 相似文献

Technology has the potential to facilitate the development of higher-order thinking skills in learning. There has been a rush towards online learning by education systems during COVID-19; this can therefore be seen as an opportunity to develop students’ higher-order thinking skills. In this short report we show how critical thinking and creativity can be developed in an online context, as well as highlighting the importance of grit. We also suggest the importance of heuristic evaluation in the design of online systems to support twenty-first century learning.

The authors situate the politics of language surrounding the passage of California's Proposition 227, by discussing the historical and contemporary conditions that have led to the recent dismantling of bilingual education. They review the dynamics of power, language, and ideology since precolonial times, through the colonial period, the era of the Treaty of the Guadalupe Hidalgo, the process of Americanization, the Civil Rights decades, and up to the current 227 law.
